This Calcasieu Parish Office of Homeland Security and Emergency Preparedness is responsible for the preparation before an event occurs, the responding and managing of an event, and the supporting and rebuilding after an event.

Response relies in part on the perception of risk of those exposed. Effective emergency management relies on thorough integration of emergency plans at all levels of government and non-government involvement. Some of the duties are, but not limited to: 

  • Central point for emergency planning within the parish
  • Plans and participates in a variety of emergency drills 
  • Maintains and operates the Emergency Operations Center for use by officials during emergency situations 
  • Works closely with local emergency organizations including Southwest Louisiana Mutual Aid Association, Community Awareness and Emergency Response (CAER), Local Emergency Planning Committee (LEPC), the Southwest Louisiana Hurricane Task Force, Louisiana Office of Emergency Preparedness and the American Red Cross 
  • OHSEP is the central coordinating agency for all outside assistance in emergency situations [e.g. Federal Emergency Management Agency (FEMA) and the National Response Commission (NRC)]
  • Continuing education in modern emergency management techniques, practices and procedures 
  • Public awareness of hazards through promotional campaigns, publications, contests and speaking engagements 
  • Enhances emergency public information systems including the Community Alert System (CAL) and CAER.
