The primary mission for the Department is to create and maintain a collaboration of member agencies and organizations that are concerned for the plight of the homeless in our region but developing and maintaining a system of coordination and information sharing among service providers that create programs and projects that deliver services to end homelessness in Region V of the State of Louisiana.  Region V is comprised of five parishes: Allen, Beauregard, Calcasieu, Cameron, and Jefferson Davis.

Through the Permanent Supportive Housing Program (PSH), the Department collaborates with Volunteers of America (VOA), who serves as the local lead agency for the PSH Program along with Pathways Health Services, to provide independent assessments for client readiness for the program. 

The PSH Program is designed to provide housing and supportive services on a long-term basis for homeless residents with disabilities, (primarily serious mental illness, chronic problems with alcohol and/or drugs, AIDS or related diseases) and their families who are living in  emergency shelters or in places not intended for human habitation (e.g., streets).

The program allows for a variety of housing choices, and it offers a range of supportive services for the hard-to reach homeless population with disabilities. Other federal, state, or local sources, as well as private sources, may fund the supportive services.
