What is Stormwater

Stormwater is the water that flows over the ground after it rains, sleets, or snows. Stormwater that does not soak into the ground becomes surface water.

What is an Illicit Discharge?

Illicit discharge is the direct release of stormwater into our local waterways through outfall pipes without treatment at a wastewater plant. Illicit discharges and litter are carried by runoff, polluting our surface and groundwater.

Stormwater flows along streets and collects trash, grass clippings, leaves, pet waste, car fuels, and other pollutants into storm drains. Motor oil, paints, antifreeze, and other chemicals can end up in storm drains when they are disposed of improperly.

Any discharge to a municipal separate storm sewer that is not composed entirely of stormwater is considered an illicit discharge. These discharges can often be detected when a storm drain has flow during dry weather.

As a Small Municipal Separate Storm Sewer System (sMS4), Calcasieu Parish is required to prohibit discharges of non-stormwater as well as detect and eliminate any discharges that may occur.

Report an Illicit Discharge

If you notice work practices throughout the Parish that could impact stormwater and you do not see protective measures in place, please let us know. You can report by calling the Stormwater Hotline at (337) 721-3487. Stormwater complaint form may be emailed to stwrcomplaints@calcasieu.gov.
